Prosecutors acknowledge mental health and drug issues may be to blame for the actions of a playboy hotel owner, but the owner of two dogs burned by a billionaire  is outraged after Vikram Chatwal received five days community service in a plea deal, reports Page Six.

Chatwal was also ordered not to own a dog for five years, to undergo drug and psychological treatment and pay over $1,000 in restitution to the ASPCA, according to details of the deal in the New York Daily News.
